This analysis assumes the reader's prior understanding and acceptance that Hitler's alleged 1939 'prophecy' is confirmed 100% to have had nothing whatsoever to do with 'extermination', despite longstanding claims in the historical and 'Holocaust' memorial communities. Goebbels' Diary and the Jews
Given that Hitler has shown his prophecy to be about propaganda, Josef Goebbels, as the Minister of Propaganda, was seen to play a major role in bringing it forward. Many of his diary entries discuss matters of the "Jewish Question".
Feb 5, 1942Of course, 'leaving the Reich' does not necessitate any physical "extermination".The Jewish Question is causing us trouble again—this time not because we have gone too far, but because we aren’t going far enough. Among large sections of the German people, the idea is now making progress that the Jewish Question cannot be considered resolved until all Jews have left the Reich.
Feb 15, 1942Goebbels relates the plan for Jews to that of Bolshevism only insofar as indicating the Jews will also experience a "great catastrophe"; otherwise, he seems to describe these categories (Jews, Bolshevism) separately. He describes Hitler's intent as being to "ruthlessly clear away" the Jews in Europe. He indicates this will be their destruction, thereby counteracting the ability of Jewry to torment the people of Europe.This Jewish terrorism [Bolshevism] must be rooted out [ausgerottet] from all of Europe, stump and stem. That’s our historical task.

Along with Bolshevism, Judaism will undoubtedly also experience a great catastrophe. The Führer once again expressed his opinion that he’s determined to ruthlessly clear away [aufzuräumen] the Jews in Europe. Here one must not have any sentimental tendencies. We must accelerate this process with cold recklessness, and we are doing an incalculable service to a humanity that has been tormented by Jewry for millennia.
Feb 18, 1942A Jewish film exhibits characteristics which Goebbels is confident non-Jews will find repulsive. This rings similar to Hitler's view of "antisemitism" being spread through mere awareness of Jewish nature, communicated through NS ideas and propaganda. Notice also the use of "ausgerottet" along with "stump and stem" reinforcing the interpretation of this word as "uprooting" rather than "extermination" with regard to Jews.In the evening I watched, in a small group, a Polish-Yiddish film, The Dybuk. This film is intended to be a Jewish propaganda picture. Its effect, however, is so anti-Semitic that one can only be surprised at how little the Jews know about themselves and how little they realize what is repulsive to a non-Jewish person and what is not. Watching this film makes it clear once again that the Jewish race is the most dangerous one that inhabits the globe, and that we must show them no mercy and no indulgence. This riff-raff must be rooted out [ausgerottet], stump and stem; otherwise it won’t be possible to bring peace to the world.
Mar 6, 1942Goebbels prefers that Jews be either killed or "disposed of in some way". He suggests that killing should only apply "to a large extent", however, apparently to the extent that Jews are "acting as agitators". Overall, he offers three options for how to handle the Jews: stigmatize them, imprison them, or shoot them. Notice that this does not leave much room for 'gas chambers' and other creative killing methods, which we can imagine would be fresh on his mind in early 1942, if true.Jews always remain the same. You must either stigmatize them with a yellow star, or put them in concentration camps, or shoot them, or else let them saturate all public life with corruption, especially during a war.

An SD [security service] report informs me about the situation in occupied Russia. It’s more precarious than one generally assumes. The partisan danger is increasing from week to week. The partisans dominate entire areas in occupied Russia and exert their terror there. Also, the national movements have become more rebellious than one had first assumed. This applies to both the Baltic States and Ukraine. Jews everywhere are acting as agitators and trouble-makers. It is therefore explicable that, to a large extent, they must pay with their lives. In general, I think that the more the Jews are liquidated during this war, the more consolidated the situation in Europe will be after the war. One should not let false sentimentality prevail here. The Jews are Europe’s misfortune; they have to be disposed of in some way, otherwise they might dispose of us.
Mar 7, 1942Why would a "detailed report" published in March be discussing a "tremendous number of new viewpoints" if the final solution had already been determined as 'extermination' (and already underway by 'gassing', by this time)? Were they discussing new 'gassing' methods, even though the alleged 'chambers' ultimately ended up being thoughtless, improvised designs? Realistically, what could these "new viewpoints" have been about?I read a detailed report from the SD and police regarding a final solution of the Jewish Question. This involves a tremendous number of new viewpoints. The Jewish Question must be solved within a pan-European frame. There are more than 11 million Jews in Europe. They will have to be concentrated first in the East; perhaps later after the war, an island can be assigned to them, such as Madagascar. In any case, there can be no peace in Europe until the last Jews are totally excluded from the European territory.
The notion of the question being solved "within a pan-European frame" calls back to Hitler's prophecy -- that is, the propaganda-led "realization" of European nations about the seriousness of the Jewish problem and their willingness to implement and/or support laws and action against Jewry.
Goebbels makes explicitly clear the kind of action he has in mind: concentrating Jews in the East and only much later on determining where Jews could ultimately end up. Overall, the focus is on ensuring "the last Jews are totally excluded from the European territory." This makes clear: it is not about genocide.
Mar 16, 1942Given the focus is on partisan activity, "political commissars and especially the Jews" (as political commissars, presumably), this suggests any actions taken were part of military strategy rather than 'racial extermination'.I read an SD report about the situation in the occupied East. Partisan activity has increased noticeably in recent weeks. They are conducting a well-organized guerrilla war. It’s very difficult to get at them because they are using terrorist methods in the area we occupy, so that the population is afraid of loyally working with us any more. The spearheads of this whole partisan activity are the political commissars and especially the Jews. It has therefore proven necessary once again to shoot more Jews. There won’t be any peace in these areas as long as Jews are still active there.
Consider: why would Goebbels be talking about 'shooting more Jews', if the final solution already demanded that all Jews were to be killed, regardless [of politics and partisan activity]?
Mar 20, 1942Why not say, "the Jews must die"? Instead, they must "leave Europe", and only if necessary by "the most brutal methods". He associates this to what Hitler has remained "uncompromising as ever" about, suggesting Hitler's stance on Jews leaving Europe remains constant (i.e. no change to 'extermination').Here the Führer is as uncompromising as ever. The Jews must leave Europe, if necessary by applying the most brutal methods.
Mar 27, 1942Given the unique characteristics, significance, and intensity of labor conducted in the General Government (GG) compared to other areas, and factoring in the paragraph above being explicitly about the GG, and given Goebbels' many other statements (on various dates) regarding evacuation, liquidation, etc., it's clear that he is indicating 60% of Jews had to be liquidated from the GG, while only 40% of them could be put to work in the GG. The phrase "resist them" when referring to the "Jewish bacillus" seems more akin to 'removing the bacillus' (deportation/evacuation). Goebbels could have said "kill them" or even "eliminate them", here, but instead he says "resist them" -- a concept which no one would claim necessitates killing.The Jews are now being deported from the General Government to the east, starting at Lublin. A rather barbaric and indescribable procedure is being used here, and there is not much left of the Jews themselves. On the whole, it can be said that 60% of them had to be liquidated [liquidiert], while only 40% could be put to work. The former Gauleiter of Vienna, who carried out this action, did so with considerable circumspection and also with a procedure that did not appear too conspicuous. The Jews are punished in a way that is barbaric, but which they fully deserve. The prophecy that the Führer gave them to bring about a new world war is beginning to be realized in the most terrible way. We must not allow sentimentality to prevail in these matters. If we did not resist them, the Jews would destroy us. It is a life-and-death struggle between the Aryan race and the Jewish bacillus. No other government and no other regime could muster the strength to solve this question in general. Here, too, the Führer is the unwavering champion and spokesman for a radical solution, which the state of affairs demands and therefore seems inevitable. Thank God we now have a whole range of possibilities during the war that would be denied us in peace. We must take advantage of them. The ghettos that have become available in the cities of the General Government are now being filled with Jews deported from the Reich, and after a certain time the process is to be renewed here. Jewry has nothing to laugh about...
Goebbels' entry for May 30 of this same year (discussed below) also makes explicitly clear what he means by "liquidate", above -- it has nothing to do with physical "extermination" of Jews.

Mar 29, 1942Jews are being "evacuated" and "shipped to the East" -- logistical language with no reference to 'extermination'. Goebbels finds it important to mention the suicide rate, here. Would someone who is endorsing a total, barbaric 'gassing' process for every single Jew really think to highlight the suicide rate affecting a fraction of them? Or, is this statistic more noteworthy in order to highlight the despair of those at least being thoroughly dispossessed, crammed into cattle cars and sent away from their families?In large part, the Jews are once again being evacuated from Berlin. About 1,000 per week are shipped to the East. The suicide rate among the Jews to be evacuated is extraordinarily high. But this doesn’t bother me. The Jews deserve no other fate than that which they suffer today. We warned them for so long, and so urgently, not to continue on in their previous way; they ignored our warning, and now must pay for that.
Apr 19, 1942In other words, under no circumstances should half-Jews ever be killed, despite these being "very strong discussions".Very strong discussions are held in the relevant circles regarding what to do with the mixed-race Jews. Undoubtedly they constitute a serious obstacle for the radical solution of the Jewish Question. On the one hand, it is argued that they should be sterilized, and on the other, that they should be expelled.
Apr 20, 1942No one claims that communists were subjected to 'gas chambers' at AR camps per official extermination and final solution policy. Hence, "to the East" as code-words for such policy cannot apply. Literal evacuation to hellish Eastern territories is the only rational interpretation.The most recent act of sabotage [in France] against a German military train, which resulted in a few deaths, will be answered with harsh reprisals. The number of shootings will be doubled, and over a thousand communists and Jews will be shipped to the East. There they will soon cease to see any fun in disturbing Germany’s policies for order in Europe.

Himmler brings Jews from German cities into ghettos for resettlement in the East, and Goebbels wishes to film this for future education of the German people. Would the German people benefit from snuff films of Jewish children and elderly being 'gassed'? Or, was this filming perhaps arranged only to exhibit the much-needed removal of the burdensome Jewish parasite?I spoke again to the Führer in detail about the Jewish Question. His attitude toward this problem is unrelenting. He absolutely wants to push the Jews out of Europe. That’s how it should be. The Jews have brought so much misery to our continent that the harshest punishment imposed on them is still too mild. Himmler is presently implementing a large resettlement of Jews from German cities to the eastern ghettos. I have arranged to film this extensively. We urgently need this material for the later education of our people.
Apr 29, 1942It makes absolutely no sense to reference any figure of mere "tens of thousands" with regard to 'biting the dust', within an exterminationist framework. Goebbels is referring to "the Jews in all eastern occupied territories". He makes the distinction that of these Jews, tens of thousands must die, whereas the entire race must be rooted out (Ausrottung).The SD gave me a police report on conditions in the East. The partisan danger continues to exist in unmitigated intensity in the occupied areas. The partisans have, after all, caused us very great difficulties during the winter, and these difficulties have by no means ceased with the beginning of spring. Short shrift is made of the Jews in all eastern occupied areas. Tens of thousands must bite the dust, and the Führer’s prophecy is fulfilled for them, that Jewry has to pay for triggering a new world war with the complete uprooting [Ausrottung] of their race.
May 28, 1942It is at least worth noting here that the notion of how to "proceed quite unsentimentally" also includes Jews being put into concentration camps (and not killed).I have no desire to have a bullet shot in my stomach by a 22-year-old Eastern Jew—such guys are among the assassins at the anti-Soviet exhibition. Ten Jews in concentration camps or under the earth are dearer to me than one in freedom. One must proceed quite unsentimentally.
May 29, 1942As clear as day, Goebbels again explains what the final solution policy is all about, both in terms of its motivations and the overall process. Jews within German territories become extremely dangerous to public life, in large part through their propaganda. Goebbels emphasizes they belong in prison (not dead). As a solution, he is trying to send them to the East, out of reach, so that these Jews cannot harm Germany "for the time being" -- indicating these Jews remain alive.In the Reich one can observe, here and there, the first signs of a strengthening anti-government propaganda. It certainly comes from the Jews. The Jews who remain in the Reich naturally represent an extremely dangerous contingent. They really belong in prison. The fact that they can roam freely means that public life is always in danger, and that this danger increases as the crisis grows. I’m constantly trying to transport as many Jews as possible to the East; once they’re out of reach, they can then do us no harm, at least for the time being.
May 30, 1942Here, with his use of "liquidate", Goebbels in indisputably talking about resettlement, which he elaborates upon throughout the same paragraph. It is clear that no final destination has been decided as to where these Jews (held temporarily in the East) should ultimately end up. Ideas are still being thrown around (Siberia, central Africa). But Goebbels lets it suffice to say that the overall goal is to make Western Europe completely Jew-free. That is, removal.Germans are involved in subversive movements only if the Jews seduce them. Therefore one must liquidate [liquidieren] the Jewish danger, cost it what it will. How little Jews can in reality adjust themselves to West European life can be seen from the fact that, where they are led back into the ghetto, they quickly become ghettoized. West European civilization represents only an external coat of paint to them. However, there are also Jewish elements that work with a dangerous brutality and vindictiveness. Therefore, the Führer does not want the Jews to be evacuated to Siberia. There, under the harshest living conditions, they would undoubtedly again develop a strong life-element. He would much prefer to resettle them in central Africa. There they would live in a climate that would certainly not make them strong and resistant. In any case, the Führer’s goal is to make Western Europe completely Jew-free. They can no longer have their homeland here.
Aug 21, 1942It does not get much clearer than this. In his own private diary, Goebbels is here describing the fate of these Jews.The responsible Higher-SS leader reports to me on the conditions in the [Warsaw] ghetto. The Jews are now in large part evacuated and established in the East.

Dec 15, 1942He responds here to more 'theatrics' from the Jews about certain allegations.The Jews in London held a day of mourning for the alleged atrocities that we committed against them in Poland. I don’t react at all to this Jewish propaganda theater, but prefer to have the events in India and the Middle East sharpened through German propaganda.

He adds-on that world Jewry has reason to not act against Germany out of fear it could anger them (Germans). How does this make sense, if Germany is already categorically exterminating all Jews?
Dec 18, 1942Again, this statement makes clear that Goebbels believes Germany would be willing to part with their Jews, if only another nation would willingly receive them. This willingness to deport their Jews has remained consistent since even before the war.The Jewish Question plays an extraordinary role, both in the enemy and in the neutral news services. The Swedes protest hypocritically against our treatment of the Polish Jews, but are unwilling to receive them in their country. The leading Stockholm newspapers are now emphatically against having the Warsaw Ghetto Jews forced upon them. This is referring back to Hitler's prophecy which, as shown conclusively, has nothing to do with physical 'extermination'.It’s amazing how shortsightedly Jews all over the world operate. They seem to have learned nothing from the example in Germany. Apparently the bloodletting inflicted upon them by us has yielded very little fruit. They will keep up this frivolous playing with fire until they are completely destroyed. This also corresponds to the Führer’s prophecy, when he explained at the beginning of the war that it would not end with the destruction of the Aryan race, but with the expulsion [Austreibung] of Jewry from Europe.

Goebbels also notes how this Jewish policy ensures there is no chance at reconciliation with Jews (or their supporters) into the future. One does not think of "burnt bridges" so much when they have killed someone, but certainly when they have wronged them beyond potential reconciliation.We are now finally taking the Jews out of Berlin. They were suddenly rounded up last Saturday, and are to be deported to the East as quickly as possible. [...]
On the Jewish Question, especially, we have taken a position from which there is no escape. And that’s a good thing. Experience teaches that a movement and a people who have burned their bridges fight with much greater determination than those who are still able to retreat.

It seems out-of-place, here, for Goebbels to feel a need to justify why certain Jews are being arrested, given that [according to exterminationist view] he has become quite comfortable with literal genocide against every Jew. Goebbels also says being "too sentimental" on this topic is out of place "in wartime", suggesting some compassion toward Jewish marriages might still be appropriate, if not for the war.We therefore failed to catch about 4,000 Jews. They are now wandering about Berlin without homes, are not registered, and are naturally quite a public danger.

The arrest of Jews and Jewesses from privileged marriages caused a terrific commotion especially in artistic circles. It is precisely among actors that such privileged marriages still exist to some extent. But I can’t be squeamish about them. If a German man still finds it possible to live with a Jewess as his legal wife, then that speaks against him, and it’s out of place to be too sentimental about this question in wartime.
Mar 15, 1943More of the same. It is not about 'extermination'. Pay close attention to the above in relation to the following entry (five days later):You can’t trust Jews at all. I emphasize again to the Führer that I consider it necessary to force the Jews out of the Reich territory as quickly as possible. He also approves of this procedure and orders me not to cease or pause until no Jew is left in the German Reich.
Mar 20, 1943Here again we have a clear connection of the term "evacuation" to logistical operations, and in no way relevant to genocide.The Führer is happy about my report that most Jews have been evacuated from Berlin. He’s right in saying that the war has made possible for us the solution of a whole series of problems that could never have been solved in normal times.
Mar 21, 1943Goebbels here expresses the value of having removed Jews from the Reich: they now have a clear governance. Having a clear governance does not require the Jews removed to be killed.Although we have enormous difficulties to overcome, they are all the easier to overcome because, at least, we have a clear governance. Berlin and the Reich have now been made largely Jew-free. It cost us a lot of effort, but we did it. However, Jews from mixed marriages still live in Berlin; these amount to a total of 17,000. The Führer is also greatly affected by the size of this figure, which I had likewise underestimated. He orders Frick to facilitate the divorce of such marriages, and to carry them out already if merely a wish for it is expressed. I believe we can do away with a whole series of these marriages and evacuate the remaining Jewish partners out of the Reich.
The issue of mixed marriages is again addressed. This calls back to the March 11 entry, emphasizing concerns among the population [and perhaps even sentiment from Goebbels, himself] toward even separating these marriages... which makes the notion of the Jewish partners being sent for 'extermination' all the more unbelievable.
Apr 11, 1943This entry very clearly highlights the true nature of Hitler's prophecy: the widespread awakening of the masses to the true nature of the Jew, leading to the Jew's demise.The English newspapers complain loudly about growing anti-Semitism in England. This is very telling, and will be put to good propaganda use. The Führer’s prophecy that Jewry will lose this war in the end, is realizing itself more and more. The Jews believe that they will be able to slowly wear down the authoritarian peoples through the long process of the war; but they have forgotten that a longer-running war will also induce a critical situation for them.
Apr 25, 1943By 1943, the Jews who remained in the Warsaw ghetto were primarily those fit for labor. After their failed mass escape attempt at Warsaw, the goal became to remove the Jews from the General Government (for obvious security concerns).From a report from the occupied territories, I gather that a truly grotesque situation prevails in Warsaw. The Jews tried to leave the ghetto by underground passages. Thereupon these underground passages were flooded. The ghetto is now under artillery fire. Such a condition in an occupied city can be called anything but pacified. It’s high time that we remove the Jews from the General Government as soon as possible.

In the depths of his soul, he realizes that this war that he so frivolously began, expecting it to be the last step to world domination, has instead become a war for his racial existence. He desperately seeks to stop the inevitable march of events. It will do him no good. We will keep at him. In the end, the Führer’s prophecy about World Jewry in 1939, which they laughed at then, will come true.
The Jews laughed in Germany too when they first saw us. They aren’t laughing any more. They chose to wage war against us. But that war is turning against them. When they planned a war of total destruction against the German people, they signed their own death sentence.
May 13, 1943The historical mission of NS Germany is removing Jews from power.If Jews in many centuries have “worked” their way up to present heights, it will take some decades to throw them out of power. This is our historical mission, which cannot be stopped by the war, but only accelerated.

I had this claim written up as a short news item for papers in the Reich, especially in the areas affected by the disaster. This shows once again how dangerous the Jews are and how right we are in putting them in secure detention.
Jun 25, 1943Here, Goebbels shows a contrast between what Italy has done (not removed Jews, now has Jews waiting to 'strike'), and what Germany has done (removed Jews, no Jews posing risk). This again highlights the purpose and nature of the "radical policy".Mussolini has become an old and spent man. … Anyway, [the Führer] doesn’t trust him. Moreover, in Italy, the Jews haven’t been removed, but rather they just wait for their hour to come again. We can be very glad that we have followed a radical policy with respect to the Jewish Question. There are no Jews behind us who could take over our inheritance.
Jul 17, 1943Germany is seen here in the latter part of the war still negotiating for the physical presence of certain Jews being allowed in Berlin. These Jews are not even being deported, let alone "exterminated". This seems at odds with claims of an intended genocide on racial grounds.I receive an unpleasant report from the SD. They want to transfer all the Jewish mixed marriages from Cologne, where they can no longer remain, to Berlin. I oppose this by all means. It’s completely out of the question. I have now fortunately made Berlin half-way Jew-free, and don’t want to take in Jewish families again. They are supposed to be distributed throughout the entire Reich, and I’m willing to accept only a certain quota for Berlin.
Three months later, it appears certain officials rejected Jews in mixed marriages remaining in Europe:
Oct 7, 1943This entry highlights the importance of context. Goebbels here appears to be speaking of 'brutality' in relation to the absolute nature of Himmler's proposal -- that all Jews, in all areas, regardless of circumstance, be evacuated to the East.Regarding the Jewish Question, [Himmler] gives a very frank and candid picture. He is of the opinion that we can solve the Jewish Question for all of Europe by the end of this year. He advocates the most radical and harshest solution, namely, that the whole of Jewry will be rooted out [auszurotten]. This is surely a consistent, if brutal, solution.

Altogether, this private diary shows very clearly Goebbels' true understanding of the final solution: one of deportation and resettlement. The notion that he is using not just "code words" but also inventing entire conversations, motives, etc. -- all within his own private diary, even through time periods where the war was anticipated to be won, and despite allegedly writing entries which still 'prove' a Holocaust -- is absurd and contradictory nonsense.
The Goebbels' diary taken in its full-context can only support a Revisionist interpretation.
